APPROPRIATIONS FY 2024 

Below, find disclosures related to 2024 Community Project Funding (CPF): 

Congressman Schneider submitted the below CPF requests to the House Appropriations Committee, in alphabetical order by recipient for FY 2024: 

 

Project Name: Archer Business Center 

Request Amount: $2,000,000

Recipient: Village of Mundelein 

Project Description: This project would fund the rehabilitation of a former manufacturing building to serve as space for coworking space, “pop up” commercial spaces for rent, studio space for local artists, commercial kitchens for short-term rental, and other public-use facilities to promote local small businesses. The village already owns the building, parts of which already house major anchor tenants. The project would help transition a former industrial building in the heart of downtown towards more accessible modern use that fosters local economic development.

Project Name: Buffalo Grove EOC Communications Technology

Request Amount: $137,120

Recipient: Village of Buffalo Grove

Project Description: The Village is relocating its Public Works Department over the next 18 months to a larger facility to appropriately provide for the space needs of the department serving a community of 42,000. During this time, the Village will be modifying the newly purchased facility and has determined this to be an opportune time to build out a better designed and equipped Emergency Operations Center (EOC). The current EOC housed in the Village Hall was built in the 1980s, so there is minimal ability to expand communications, IT, and other technology-based enhancements. The new EOC will address the many of these challenges including the need for enhanced communications. It will also have the capacity to host the Village’s MOBCOM mobile response unit. This is a mobile resource for the entire Chicago metropolitan region to monitor and report information on events and situations on site and in real time.

Project Name: George B. Prindle Water Treatment Plant Intake Improvements 

Request Amount: $3,200,000 

Recipient: City of Highland Park 

Recipient Address: 1707 Saint Johns Ave, Highland Park IL 

Project Description: The project will replace approximately 300 feet of lake water intake pipe to expand the diameter of the pipe. Fixing the bottleneck will increase water flow through the intake and strengthen the connected water treatment plant’s ability to service its full capacity of approximately 60,000 customers, including residents in Highland Park, Deerfield, Lincolnshire, Bannockburn, Glenbrook Sanitary District, and military housing on Fort Sheridan, as well as the NorthShore Highland Park Hospital, the Highland Park Public Library, the Park District of Highland Park, schools, and elder care facilities.

Project Name: Green Bay Trail Accessibility and Connectivity Project

Request Amount: $887,835 

Recipient: Village of Winnetka 

Project Description: The Green Bay Trail helps form a continuous bike and pedestrian trail which runs the north-south length of Illinois’s 10th District and is identified as a top priority trail in the Chicago Metropolitan Agency for Planning’s Northeastern Illinois Regional Greenways and Trails Plan. About 2.24 miles of the trail run diagonally though the Village of Winnetka, alongside the railway, connecting commuter traffic to and from three UP-N Metra stations and the Village's three commercial downtown districts. The project is a valuable use of taxpayer funds because its benefits include equity and mobility due to ADA accessibility improvements, safety due to lighting and signage improvements, environmental due to environmental erosion control and stormwater management, and economic due to connectivity improvements that will enable greater commerce and engagement across business districts and communities as well as commuter access to three transit stations.

Project Name: HACES Educational Center facility expansion

Request Amount: 335000 

Recipient: Hispanic American Community Education and Services Inc. 

Project Description: This project will take place within Hispanic American Community Education and Services Inc. (HACES) facilities. Funding would go towards building three large classrooms in the lower level. The new space would allow HACES to properly accommodate adult educational classes to aid more than 60 adult students with tutoring, enhancing their English language proficiency and preparing them to pass the naturalization test for U.S citizens. The new space would also support HACES’s work assisting in the training and development of 35 parents of young children attending the Waukegan school district. Funding would also go towards basic mechanical upgrades and resurfacing.

Project Name: Lake Forest Seminary Ravine Improvements 

Request Amount: $3,200,000 

Recipient: City of Lake Forest 

Recipient Address: 800 N. Field Drive, Lake Forest IL 

Project Description: Funding would be used to greatly improve storm water management by constructing two storm sewer outfall locations, which would more effectively contain storm sewer runoff and prevent rapid storm waters from blasting into the ravine slope and discharging sediment. Funding would also be used to construct barriers at the base of the ravine protecting exposed sanitary sewer pipes. The project would great benefit water quality outflow into Lake Michigan.

Project Name: New Century Town Water Reclamation Facility 

Request Amount: $4,400,000 

Recipient: Lake County 

Recipient Address: 50 South American Way, Vernon Hills IL 

Project Description: New Century Town is Lake County’s second largest wastewater treatment facility, serving 27,000 customers in central Lake County. Community project funding for this facility would fund the purchase and installation of a centrifuge system to replace the current wastewater presses, and would ensure the long-term, safe, and compliant operation of the facility that avoids any potential unnecessary pause in these critical operations.

Project Name: North Shore YMCA Roof Rehabilitation 

Request Amount: $750,000 

Recipient: North Suburban Young Men's Christian Association 

Project Description: This project would fund the rehabilitation of the North Shore YMCA’s roof, the organization’s top capital improvement priority that has been adversely impacting the YMCA’s ability to reliably host ongoing programming. This funding would help ensure the long-term, consistent, reliable operation of programming at the facility while also adding energy efficiency benefits and investing in the long-term durability of the facility.

Project Name: Pace Bus Washington Street Transit Signal Priority 

Request Amount: $840,000 

Recipient: Pace, the Suburban Bus Division of the Regional Transportation Authority 

Project Description: This project would fund the installation of Transit Signal Priority (TSP) equipment at 30 traffic signals along Washington Street to benefit the Pace Suburban Route 572 in Lake County. TSP has already been successfully implemented along other Pace routes in the Chicago-area and has demonstrated its ability to decrease ride-times by 10-20% for public transit customers. It is a capital investment in public transit service and included in CMAP’s Transportation Improvement Plan (TIP).

Project Name: Round Lake Beach Police and Fire Campus Improvement Project 

Request Amount: $1,749,000  

Recipient: Village of Round Lake Beach 

Project Description: The Round Lake Beach Police and Fire Campus Improvement Project. This facility's campus improvements will include pavement reconstruction, drainage improvements, a fueling station for emergency vehicles, road salt storage, and ADA improvements. The Campus is a centralized facility that provides a fueling station for the Village of Round Lake Beach, the Police Department, the Greater Round Lake Fire Protection District, and public works.

Project Name: The Hero Project

Request Amount: $929,600 

Recipient: The Community Works, Inc. 

Project Description: Funding for this project would be used for renovation of the Hero Center, a facility in Waukegan, IL operated by the non-profit organization the Community Works Inc. The center hosts workforce training, which will economically benefit the local community. This project is eligible under the Community Development Block Grant program, specifically 42 U.S.C. 5305(a)(4).

Project Name: Village of Antioch Public Works Facility 

Request Amount: $10,000,000 

Recipient: Village of Antioch

Project Description: Funding this for this project would go towards the construction of a new public works facility the village of Antioch. The village’s current public works facility does not have the capacity nor resources to adequately serve the growing community. Funding for this project would go towards the construction of a new facility that is centrally located to help efficiently serve the community, will be large enough to support the maintenance/storage/upkeep of all the village’s operating machinery like snowplows, and will expand the public works capacity to ensure the village can meet the demands of its growing population. The facility would also include the necessary storage and maintenance space -- currently lacking at the current facility -- to ensure the long-term service and maintenance of the village’s assets like snowplows.

Project Name: Waukegan Neighborhood Schools Lead Service Line Replacement 

Request Amount: $5,113,600 

Recipient: City of Waukegan 

Recipient Address: 1700 N. McAree Rd., Waukegan IL 

Project Description: This project would replace over 400 lead service lines (LSLs) for 15 schools in Waukegan School District 60 and homes on the surrounding streets. The 15 schools serve over 14,000 pre-Kindergarten and K-12 students. Waukegan School District 60 has identified water infrastructure serving its schools with lead levels exceeding EPA’s action level. There is no safe level of lead exposure for children and these funds would help remediate this water infrastructure.

Project Name: Wildwood Watermain Replacement 

Request Amount: $2,000,000 

Recipient: Lake County 

Recipient Address: 650 W. Winchester Road, Libertyville IL 

Project Description: The funding would be used to replace an aging watermain that helps serve a community of 14,000 residents. Replacing this watermain will ensure the community’s drinking water service is not interrupted, and that the infrastructure maintains operational capacity for decades to come.

Project Name: Wonder Lake East Side Water System 

Request Amount: $3,500,000 

Recipient: Village of Wonder Lake 

Recipient Address: 4444 Thompson Road, Wonder Lake IL 

Project Description: The project will expand wastewater infrastructure by installing thousands of feet of sanitary sewer pipe to create service connections to a wastewater treatment plant. The project will allow residential and commercial units to shift away from failing septic systems, which are currently overflowing and creating fecal coliform issues in Wonder Lake, and entering the Nippersink watershed, the Chain O’ Lakes system, and the Fox River system. Project activities will also expand drinking water infrastructure by installing thousands of feet of drinking water pipe to an existing connection to a water treatment plant, which will allow dozens of existing structures to be supplied with drinking water, and four additional fire hydrants to be installed.
