Project Name: Waukegan Water Works Improvement Project

Request Amount: $11,320,000

Project Description: Funding for this project would upgrade the water system serving Waukegan and surrounding communities. Ensuring ongoing compliance with drinking water regulations and boosting resiliency and redundancy of the facility would increase reliability. This project would make sure those who receive water from Waukegan can open their taps with confidence, and that a facility serving thousands of community members has the safeguards in place to ensure ongoing operations.

Project Name: Wheeling School District Federally Qualified Health Center

Request Amount: $1,000,000

Recipient: Community Consolidated School District 21

Project Description: Funding for this project would establish a new on-site Federally Qualified Health Center in Wheeling's School District 21. Establishing this new community anchor would improve overall population health, increase access to quality and affordable health care, and expand mental health services. Some of the benefits this center aims to provide include educational testing, screening for new students, and space for professional development and for community organizations to meet and collaborate on community needs. Through this project, the district would also address social determinants of health services, such as combatting homelessness and transportation challenges for underserved students and families. Establishing this facility would help address many unmet needs in the Wheeling school district and community at large.

Project Name: Community Partners for Affordable Housing's (CPAH) Lake County Affordable Housing Development in Libertyville

Request Amount: $1,500,000

Project Description: This project would help replace a distressed, blighted commercial building with a high-quality, energy-efficient building where CPAH will operate a regional hub for affordable housing services, serving thousands of low-income Lake County residents per year, and develop 34 units of affordable housing for low-income seniors. The project would make a strategic and impactful one-time investment to provide an economic development boost to the corridor, permanently improve the delivery model of critical affordable housing services throughout the district, and increase the supply of affordable housing.

Project Name: Josselyn Center Mental Health Expansion

Request Amount: $1,200,000

Project Description: The project would expand the Josselyn Center's mental health-focused services at a new location in Northbrook, IL. CPF funds will make possible a new interior, roof, and development of an intensive outpatient programs (IOP) for addiction and substance use. Additionally, the project would provide outpatient mental health services to an additional 1,500 community members and would focus on youth ages 12-18 who need a higher level of care and low-income families across Northern Cook and Lake counties.

Project Name: North Chicago Economic Redevelopment at Sheridan Crossing

Request Amount: $4,000,000

Project Description: Funding for this economic project would go towards the development of a long-dormant, 31-acre prime parcel owned by the city of North Chicago. The site's location is in a key economic corridor on Sheridan Road and across from Naval Station Great Lakes. The parcel needs environmental cleanup in preparation for any further development. The space is anticipated to be a job-producing, vibrant, mixed-use, commercial and industrial park. Attracting new commercial activity in North Chicago would provide new economic revenue, jobs, and recreation choices for residents.

Project Name: Cedar Lake Road Realignment and Downtown Round Lake Improvement Project

Request Amount: $7,000,000

Project Description: Funding would improve the safety, condition, and resiliency of Cedar Lake Road and IL Route 134 intersection. The project would add a signaled intersection, widen Cedar Lake Rd, improve the Milwaukee District North railroad track's grade crossing, build sidewalk, and bike path connections, and enhance the Metra station and platform. Once completed, the project would increase roadway capacity, reduce congestion, and improve public safety.

Project Name: Lake County Gun Violence Prevention Initiative

Request Amount: $750,000

Recipient: Lake County State's Attorney

Project Description: Funding for this project would expand the Lake County State's Attorney's gun violence prevention outreach. The program needs fifteen "violence interrupters" and three supervisors to facilitate mediation. The methods of direct mediation and "violence interruption" would be used to reduce gun-related murders in Lake County, which reached a high in 2021. The program aims to engage seventy-five participants in fifty mediations in its first year.

Project Name: Lake Bluff Downtown Flood Mitigation Project

Request Amount: $13,000,000

Recipient: Lake County Stormwater Management Commission

Project Description: Funding for this project would mitigate flooding that currently impacts public safety, economic activity, and local transportation within Lake Bluff. Lake County Stormwater Management Commission would complete the work in a joint effort between Lake County and Lake Bluff. The project would bring a new upsized storm sewer and realign the new storm sewer north along Sheridan Road and east within the North Ave right-of-way toward Lake Michigan. Completion of this project would address a long-standing challenge to the community.

Project Name: Nicasa Round Lake Behavioral Health and Telehealth Center

Request Amount: $2,100,00

Project Description: Funding for this project would expand Nicasa's headquarters with an addition of two new wings that would house a behavioral health facility and a community center. The expansion would bring more services for mental health counseling, substance abuse treatment, and other treatment services (e.g., medication-assisted recovery) identified to address healthcare and social needs in the community. Other benefits include a safe and inviting space for LGBTQIAA+ youth, meeting space for group treatment sessions, expanded toxicology lab, and a technology hub with telehealth services offered in Spanish and English for uninsured, underinsured, and Medicaid communities.

Project Name: Lake County Early Learning Center in North Chicago

Request Amount: $1,228,493

Recipient: North Chicago Community Unit School District 187

Recipient Address: 2000 Lewis Avenue, North Chicago, IL 60064

Project Description: Funding for this project would address an urgent community need to expand early childhood learning experiences for children in North Chicago, 99% of whom are low-income, at-risk youth. D187 would demolish a blighted property and construct a state-of-the-art early learning center that could better accommodate the 1,000+ young children who currently do not have access to free preschool. D187 has partnered with a local educational organization, Kids Above All (KAA), and the new Lake County Early Learning Center is designed to maximize support to all KAA and D187 programming including professional development, wraparound services, and communal space for childcare providers and partners in the North Chicago Early Learning ecosystem. Replacing a blighted property with this new facility would make the community safer, healthier, and more beautiful in addition to directly addressing the needs of the community's parents and children.

Project Name: Zero Emissions Pace Bus Fleet

Request Amount: $1,920,000

Recipient: Pace

Recipient Address: 1400 10th Street, Waukegan, IL 60085

Project Description: This project would allow Pace to purchase new battery-electric buses to replace existing buses that burn fossil fuel. The new buses and associated charging infrastructure would be housed in Waukegan at Pace's North Division bus garage which serves IL-10. This purchase would help Pace fulfill its commitment of converting the North Division to a zero-emission fleet by 2026. Pace would benefit from reduced maintenance costs and avoidance of volatile fuel prices; District 10 transit riders would benefit from more modern, comfortable buses; and the entire community would benefit from cleaner air.

Project Name: PADS Lake County Homeless Shelter

Request Amount: $4,000,000

Project Description: Funding for this project would create a state-of-the-art, fixed-site homeless shelter. that could accommodate the needs of all of Lake County's eligible population year-round. Stable accommodation would enable people to more easily take advantage of PADS' wrap-around employment, social, and housing services, so they can execute a housing plan that returns them to a safe and permanent home from which they can rebuild their lives and actively contribute to the community.

Project Name: Beach Park Pedestrian and Bicycle Safety Project

Request Amount: $1,720,000

Recipient: Village of Beach Park

Project Description: This project would create sidewalks, pedestrian crosswalks and signals, streetlights, and bike lanes for pedestrians and cyclists along a high-traffic corridor of Sheridan Road that currently lacks the necessary infrastructure to ensure pedestrian and cyclist safety. This project would boost public safety along this roadway and ensure that community members have a safe means of accessing public transportation and the Illinois Beach State Park.

Project Name: Chain O'Lakes Economic Development in Fox Lake

Request Amount: $1,200,000

Project Description: This economic development project aims to revitalize Lakefront Park in Fox Lake by constructing a public boardwalk, allowing for expanded public access to the Chain O'Lakes Illinois State Park. This project is intended to be a launching point for larger projects to promote economic development and ensure equitable access to the lakes.

Project Name: Waukegan to College Onsite School Expansion

Request Amount: $315,000

Recipient: Waukegan to College

Project Description: Funding for this project would expand the organization's reach and increase the number of program participants, especially middle school students. The expansion would create a staff position to manage the middle school students on-site. Waukegan to College would also bring a curriculum design specialist onto their team to improve their educational materials and programming.
