Rep. Schneider Amendment Included in Hizballah Financing Prevention Bill

Amendment targets Hizballah’s domestic missile capabilities and the supply chain that enables missile threat

Yesterday, Representative Brad Schneider's (IL-10) amendment targeting Hizballah's domestic missile capabilities passed the House Foreign Affairs Committee and was included in H.R. 3229, the Hizballah International Financing Prevention Amendments Act of 2017.

Hizballah, a U.S.-designated Foreign Terrorist Organization has been able to significantly grow its weapons stockpile in recent years with backing from Iran. Reports now indicate that Iran is helping to build missile production facilities in Lebanon to enable an indigenous rocket-producing capability for Hizballah.

The Schneider Amendment would require a report from the President on the foreign and domestic supply chain that advances Hizballah's domestic missile capabilities, including how Iran is able to transfer goods and technology, a list of those who facilitate missile transfers, and the steps being taken to disrupt the supply chain that advances Hizballah's domestic missile capabilities.

"Hizballah is not only a grave threat to our ally Israel, they are also a threat to regional security and America's national security interests," said Schneider. "An indigenous rocket producing capability would greatly escalate their destabilizing activities. I'm pleased the House Foreign Affairs Committee has included my amendment so that the United States can address this serious threat."

H.R. 3229, builds on the Hizballah International Financing Prevention Act, which President Obama signed into law in 2015, and which was based off legislation first introduced by Reps. Schneider and Mark Meadows (NC-11) in 2014.
